Policy
1. Purpose
The Land Information Coordination Committee (LICC) has established an agreement framework under which data custodians, suppliers and users can access Tasmania’s land information infrastructure. Data Share Agreements form a key part of this agreement framework by enabling the sharing of ownership of data and development of integrated land information.
Data Share Agreements facilitate improvements in data quality, increase opportunities for resource sharing and reduce the cost of land information to the Tasmanian community. Data Share Agreements are typically enacted between two organisations with similar land information. The purpose of this policy is to guide the establishment of Data Share Agreements.
2. Background
The Land Information Coordination Committee (LICC) is a whole-of-government committee established by the Minister for Primary Industries, Water and Environment as the principal coordination group for matters which involve inter-governmental action in relation to land information and for the development of land information policy and strategies for the Tasmanian government.
The LICC has played a key role in the development of Tasmania’s land information infrastructure by providing an agreement framework to facilitate a high level of cooperation between all parties involved in the development of Tasmania’s land information infrastructure.
3. Scope
The scope of this policy is in relation to the parties entering into a Data Share Agreement to enable the sharing of ownership of data and development of integrated land information.
4. Principles
The following principles are to be used to guide preparation of Data Share Agreements.
4.1 Recognition
Data Share Agreements should recognise and value the contributions made by each party to the data set including cost of collection and ongoing maintenance. These contributions should be equitably recognised in any arrangements in the Data Share Agreement in relation to usage of the shared data, on selling and calculation of royalty payments.
Information about usage of shared data should be regularly exchanged between the two parties. The exchange of information and the interaction of officers from both parties should foster a culture of cooperation between the organisations in relation to land information.
4.2 Resources
The Data Share Agreements should provide both parties with an opportunity to review their operations and identify opportunities for resource sharing, access to other land related information and, where appropriate, joint operations.
The Data Share Agreements should facilitate a reduction in the duplication of effort between the two parties and a reduction in costs to the Tasmanian community for the maintenance and collection of land data. The Data Share Agreements should also facilitate an increase in the quality of land related data held by both parties.
4.3 Future Capacity
The Data Share Agreements should consider the future capacity of each party to contribute to the data. This capacity should be considered in the development of standards in relation to the data set.
5. Implementation
This policy will apply to all future agreements. All organisations entering into a Data Share Agreement should ensure that the agreement is in accordance with the principles contained in this policy.
The LICC can, on request to the Executive Officer (03 6233 2183), provide a Data Share Agreement template suitable for use by government and non-government organisations.
6. Review
This policy will be reviewed by the Land Information Coordination Committee by December 2002.
